1st
If you need to fish Governor's Island you have to do it near the pier where the Dallas and Galatin docked. When the IRT (subway) was built the debris were dumped there to extend the island and most of the shoreline is very shallow. Roosevelt would be a better island to fish and On the Water magazine even did an article about it.

2nd
I used to throw big rapala and rebel lures 10+ inches and had some success. This time of year as stated before big crocs should produce. If you decide to buck tail there be prepared to donate some tackle.
