These are quite popular for fishing salmon after ice out. I saw them on lake winnepesaukee NH 20 years ago, mostly homemade back then.

LOL, that is a sound effect I added to the video. I don't know if they are absolutely silent, but I'm thinking any type of machinery is going to make noise at some point. It certainly looks like they can make that sound...
