They always give us a gloom and doom so that when the final regs come in we will grovel in appreciation like an orphan getting some more porridge.

This is the same group,MAFMC, that said we over fished our quota the year after Sandy by 47%. I think they must sit in a room with no lights on an pick numbers out of a hat. Last year I was interviewed twice by a representative of the above group. How many fish did you catch? 23 I told her and she started to walk away. Don't you want to know how many I kept? No, she said, there is no line to enter that information. Its frustrating as hell to listen and become a victim of bureaucratic BS that essentially run by persons with their own personal agenda. By the way, this is the same group that gives the commercial guys about 25% of our bluefish quota. Why?

OK so they lowered the sea bass season this year because we caught too many sea bass last year. Now they want to cut the fluke season next year because we didn't catch enough fluke this year?

That's exactly why you should never answer any questions or surveys from a government agency. No matter the answer the data will always be skewed in their favor.
