Management: Time running out for fluke comments

As an example, the region of Virginia, Maryland, and Delaware would have a 16-inch size limit, Delaware Bay, a 17-inch size limit, and New York, New Jersey and Connecticut would be at 181/2 inches.

Just one of the management measures being discussed.
