Peanuts?

Fooled around with my trout rod last night in Bayonne. Caught several snappers to about 9" and a small striper maybe about a pound. While fishing I noticed some movement on top of the water in sporadic spots which seemed like peanut bunker to me. Never came in close enough for a good look but I'm certain that's what it was.
