Worked for me, you have to put the dashes in your lic #. The last question is required, either you fished in a lake or you did not fish at all.

I put spaces in place of the dashes and it worked.

it doesn't have to do with dashes or spaces; their system was just not working properly before. was working again just now and I was finally able to complete it.
