I worked on another boat for a couple of trips and this is how the Captain explained it to me.The crew should advise the customer that they are breaking the law. The crew should also refuse to process the fish and return them to the customer. Ignorance is no excuse. Most Captains that I know don't tolerate it and won't hesitate to ban someone who won't follow the law. If the fish is in my hand and its short its going over. I haven't had to deal with it very many times and just refused to fillet the fish when it happened.
Hopefully one of the Captains will chime in on this issue.
