Its my understanding that its on the customer if they retain questionable fish. I worked on another boat for a couple of trips and this is how the Captain explained it to me.The crew should advise the customer that they are breaking the law. The crew should also refuse to process the fish and return them to the customer. Ignorance is no excuse. Most Captains that I know don't tolerate it and won't hesitate to ban someone who won't follow the law. If the fish is in my hand and its short its going over. I haven't had to deal with it very many times and just refused to fillet the fish when it happened.
Hopefully one of the Captains will chime in on this issue.

A NJ Conservation Police Officer asked me if I had a Saltwater Registry card when I was fishing in Manasquan Inlet this spring.

I would have flat out told him NO and see what actions would come next. A ticket for something that is free ? A slap on the wrist ? Maybe being told you can't go fishing in the Atlantic Ocean until you sign up ?

You get a $100 fine if you get caught fishing 🎣 without the salt water registry card.

Knowing how things work, I would bet it costs them more than $100 to issue and track the ticket
