Back in ancient times (before online registration) we would park outside the gate at IBSP around 11:30 PM on New Years eve and wait for the stroke of midnight to obtain our yearly pass. The theory then was the lower the number on your pass, the more fish you would catch in the upcoming year. Not sure if this method worked, but we made a lot of friends and drank a lot of coffee waiting for the stroke of midnight. I'm not sure which method is better.
