Artifical reef opportunity missed

I was on Memorial Drive this morning where Neptune meets Asbury Park just west of the NJ Transit railroad tracks. Looked like 8 passenger cars were being demolished and my first thought was 'why isn't NJ cleaning them up and sinking them offshore as they do with old subway cars from NYC Transit?'

Any one know a valid reason or were they hoping to keep this under the radar?
