if you had hard bottom deeper than 10ft with perch around, i'd say you could've been in a decent spot for them. did you mark any and they just wouldn't bite? I think we caught most of our fish 15-30ft depth hard bottom jigging, very few on tip ups. I was there earlier in the week as well with the same deal pretty much at a different area of the lake. find some points or humps with a contour map in that depth range.

also, beware, there are random gas holes in the ice every year and if they get snow blown over them, they just become trap doors that you will go right through if you walk over them.
