Some of the gauges have turbidity meters so you can see if the water is muddy or not. However, it might be hard to interpret unless you're familiar with NTUs.

Pretty much, but it's difficult to know just how clear/muddy just by looking at the graphs. There's no stated value for when the river becomes "fishable."

I fished the South branch in Califon yesterday. It was high and muddy but I still caught plenty of fish.
