It is helping spread out the sizes of the lakers, which I think was the goal.

When they check the guts of RVR harvested fish, the rainbows are full of inverts and the lakers have more than their share of the forage fish, so I don't know that anything will be able to restore the herring now that the laker population is established... That ship has probably sailed.

Admittedly I haven't seen Shawn's presentation so I may be speaking out of turn but, if there are fewer smaller lakers then, by definition the population is more spread out. Unfortunately that doesn't mean that there are more big lakers. Just fewer smaller lakers.
