I think a few game cameras at hi traffic pull of areas mite help nail these scum.. once someone gets hit with huge fines, word spreads, and the possibility that there could b camera would deter.. politicians will say there's no $$$ for that right b4 they go on a luxury vacation

The tires have been in the river for 30 maybe 40 years. I don't think people dump like they used to, many of these are single ply very old tires. Remember all the floods.
