I called the Coast Guard Station and I called Earle. The buoy's have been removed. The officer I talked to at Earle said you still need to maintain the same distance from the pier which is approximately 750 yards in all directions - She wouldn't say why they removed the buoy's or when they would be replaced but I gathered they are going to be replaced at some later time. She did say that the PATROL BOATS WILL BE OUT and they will ticket you! Glad we still have the buoy positions from our GPS map.

Funny
The two places people need them most is coming out of Leonardo and going north. That the Red-green buoys out front. The red is outside the security zone and the green one is inside. That zone will become a free for all short cuts . Especially if no ships are in port. The USCG does not have a boat there. The navy inconsistently patrols the area with their grey boat. Sometimes there's no boat on duty even with ships at the Earle docks. Go figure!
