In a thread about this a year or so ago, I recall that they got all of the necessary governmental permits.
And, said permits required that they only briefly immerse the statues in the river & then remove them. As with the public in general, there are always some whom ignore regulations. |

They were on the Delaware River yesterday afternoon burning incense and floating flowers downstream. I don't think they had a permit. Send in the police! ![]()
