Not sure where you are located but Im 5 min away from Lake Hopatcong and I think I can diagnose this engine quickly. I agree with what has been said on fuel line, if the diaphram/pump are good and replaced and you have done all of the above I would isolate the issue w a portable tank and a known good fuel line and I would also ultrasonic clean the carbs and remove all internal parts. You would be amazed how many times a carb kit does not cure a carb ethanol problem due to residue in the passages. The new small 4strokes are just as problematic as your '99 is, they are NOT tolerant of dirty fuel or carbs like 2 strokes of the past, but as long as that is good they are excellent motors. I wouldnt own another 2 stroke unless its a DFI large HP engine, I dont even like working on them anymore lol
