Not sure why since it's not near full, only thing I can think of is they're trying to maintain a 'void' in the capacity in anticipation of some heavy spring rains to avoid flooding potential. Whatever the reason as of right now they're dumping 173cfs which is having a big impact on the flow below Clinton.

Also since this water is coming from somewhat deep in the res it's likely to remain colder longer than most other streams until they stop releasing.
