Heavy rain over a short time will do that. The Rockaway River headwaters got nearly 4" in less than 12 hrs. The RR feeds into the Passaic just south of rt 46. Plus you had some frozen ground which led to lots of runoff. This led to a quick rise in the river. It was also a widespread 2-3" rainfall over the entire watershed unlike a cold front or t storm which is localized. A big concern is for the next system coming which could dump another 2" in a short time. River will def be flooding by friday. Long term this is not good because u want the river low in winter to help handle spring runoff. At least the pike will be spread out after holding tight in the same spots most of the year.
