Try using Arma Mesh. It's a heavy duty mesh that's great for holding soft baits like hotdogs, chicken livers, tuna etc...

I use a sliding egg sinker with the smallest split shot I have to keep it 2' from my hook so they don't feel any resistance. I hold the rod with the bail open and my finger on the line. as soon as I feel a tap I let go of my finger and watch the line. sunnies etc.. will just tap it and it won't move, cats will take it and start swimming away (you'll see your line move) flip the bail, wait for the line to go taut and set the hook. hope this helps.
