Its true... it is off limits but.... they cant do anything if you crossed the river.. and if you want to get technical you can stand in an inch of water and there is nothing the police can do cuz the actual water is public..... Anyway... I didn't get a chance to cross the pipes and fish in the falls... I fished the pool area under the giant pipes... I also noticed that there is a retaining pond above the pipes which appears to be loaded with fish....

Also, I noticed some giant fish (I couldnt tell what they were) attempting to jump up the falls... anyone know?
