Default Can trout safely digest cornmeal?

I am thinking about using the recipe below to make my own rainbow trout bait, just to see how well it actually works. However the recipe below calls for cornmeal, and I am not sure if trout can digest it without dying. I know that trout cannot digest kennel corn, but cornmeal is already ground up. If someone could tell me either way that would be great.

I typically release the fish I catch, so if cornmeal does kill trout I would either try substituting oatmeal, or just using this where the fishery is strictly put & take.
