help a novice

Without knowing anything about fishing, I take a family group of about 20 out on a charter in June every year and can use help with two questions. None of us fish other than this one day a year but we all enjoy it.
We live in North Jersey and for the first decade we went out of the Highlands and then the boat would drive south for an hour, so we started going out of Belmar. Now, for the last decade, we spend an hour on the boat going north! Longer drive for both car & boat! Has it just been bad luck, or is it predictable? We’d rather drive less and start in the Highlands if definitely going north.
Also, morning we catch more fish than afternoon, but how is fishing in the evening?
