Overfished means that the stock is below a certain biomass threshold, essentially the total numbers of fish are lower than a particular level. Overfishing means that fish are being harvested at a rate that depletes the stock and will drive a population to be overfished.
Since blackfish are overfished but no longer experiencing overfishing means that current harvest rates are at a sustainable level, but the overall numbers are not at the optimal level. In a nutshell, this is indicative of a stock recovering from past overfishing.
