Overfished means that the stock is below a certain biomass threshold, essentially the total numbers of fish are lower than a particular level. Overfishing means that fish are being harvested at a rate that depletes the stock and will drive a population to be overfished.

Since blackfish are overfished but no longer experiencing overfishing means that current harvest rates are at a sustainable level, but the overall numbers are not at the optimal level. In a nutshell, this is indicative of a stock recovering from past overfishing.

Lol government jargon crap !!! Just another way to justify their existence. Clinton must have written that. It all depends what your definition of is is? Either way no one is really working with correct numbers all guesses. I'm for regulation. But only when Otis being done with accurate data.
