You can't possibly be serious? Removing an eye from a live fish then releasing it is a terrible, cruel and ridiculously unsportsmanlike thing to do. If it isn't illegal to mutilate a fish you release, than it should be. Anyone that participates in this behavior is clearly a jerk.
FYI, while fish can survive with one eye, it makes hunting much more difficult.

Btw, you know what else makes good perch bait? Worms, flatheads, shiners. If you can't catch perch on those baits, perhaps you should quit. And if your ripping out one eye and releasing the fish, that wouldn't be a bad thing.
