I have had many years and many trips to research your question.. Just about any jig will benefit from a natural bait when fish are picky.. When they are aggressive, it doesn't really help all that much...

Live or dead minnows, pieces of crayfish tails, garden worms, all work well.
Strips[small] of fish belly work extremely well in fresh water as well.. They must be cut thin so they will flutter, and replaced often but they are as good as a minnow on a jig...

While we're on the topic I will reveal a "secret trick" I have used for MANY years... I usually only use this with hair jigs, marabou, stuff like that.. The jig must be absorbant...
Try some fish blood..
Lets say you catch a few fish... As you are cleaning them, save as much of the blood as you can in a small jar.. REFRIGERATE IT!.. While fishing, dip your bucktail/marabou/streamer type lure in the blood... Do a comparison,
"dipped and undipped"... This simple little trick has caught me a LOT of fish over the years.. Its absolutely foolproof. Fish of ALL species go crazy for a small hair jig dipped in fish blood... It triggers something in them.. Try it, the results will astound you... bob
