It could just be irresponsibility, but I really think there's a component of passive-aggression to it. Weird kind of acting out, where people say to themselves, "F-you society. I'll despoil something scenic and you will be forced to notice me by what I did.". It's the same motivation that drives graffiti vandals.

I think it is more the attitude of: “I pay my taxes,……let them (The Government) clean it up!”
But, everyone wants less government, less taxes, right? Well, then you get less services.
When I first started with F & W, way back when, we had 55 gallon trash cans @ RVR, The Gorge, etc. that we carted off & dumped, weekly. No more, not enough employees.
Same with Parks & Forests, less employees….so no trash cans anymore,….its “carry in – carry out”.
Less government?,.........you got it!
