Do I need a safety certificate to operate a 14 foot boat with an electric motor only?

No aslong as its less than 10hp u fine i have a 16 foot with a 50 pound trolling motor got check on lh and they didnt ask for the boater safty the did
However have a look for life jackets

no, that is completely incorrect. just because they did not check you for it does not mean that it is not required.

Q1 - Do I need a boat safety certificate?

A1 - Yes, if you are operating a personal watercraft (Jet Ski, Wave Runner, etc.), or a power vessel on the waters of the State of New Jersey you are required to possess a New Jersey boat safety certificate.

Exemptions:
A boat safety certificate is not required for non-powered vessels.

anything you arent aren't sailing or paddling is a power vessel, even a kayak or canoe with a trolling motor
