Default Round Valley Reservoir Question.

I was at RVR Sunday and the water is very low again. I noticed a small barge which looked like it was doing some dredging off the south lot half towards the dam. This is the first time I have ever seen this at RVR. Does anyone know why RVR is so low and also why is the barge dredging. Thanks in advance.
