I'm glad to see they are finally doing something about it. Thanks to technology these miscreants have a much better chance of getting caught. Unfortunately the chances are still slim enough and the penalties light enough that it isn't enough of a deterrent.

If they have one to begin with, people caught doing this should have their construction license revoked, should face mandatory jail time, community service and be slapped with a significant fine. This happens every day all over the state and country. Based on the history of the people caught, looks like half of them are multiple offenders already. Punishment needs to make people think twice before acting or behavior will never change. Sad we live in a world with so many misguided souls!
