Extreme Lows

Today I went over to cambells pond in the south mountain reservation to maybe catch some panfish or smaller bass. No high expectations. When I arrived, almost 70-80% of the lake was bone dry. I did manage to catch a smaller bass on the in line spinner, but the lake was soupy green and maybe 4 feet deep at best. Not to mention, people were taking 3 in bluegills home . We need more water. Anybody else run into anything like this?
