From what I can gather there is one Assemblyman who puts the kibosh on this bill each year.
Maybe we can inundate this guy's office especially from people in his district.

Last Legislative Session it was Assembly Speaker Roberts, now retired. Prevented the bill from being heard in Committee. New leadership in the Assembly now, we need to have them hear us.
