Default Mercury two-stroke question

I have a 90 hp Mercury saltwater outboard. It is a pressure oil injected system. On top of the oil tank is a relief hole or valve. There is a foam lining on the inside of the engine cowling. I have noticed that the foam is getting filled with oil that is coming out of that relief hole on top of the tank. Is this normal.

Thanks.

Spoke to a merc mechanic. There is supposed to be a cap on the breather valve he ordered it for me.
