What is the preferred brand and #test for braid when fishing in the ocean for fluke during July-aug?

I like Suffix 832 braid.

In the ocean I’ll use either #15 or #20 and bays/rivers #10.

Depends on what you are using. Bait with sinkers, 30, bucktails 15 or 20.
