Not sure if your post is saying captains and crew have no responsibility for regulatory compliance on charters or if you're questioning if they do. The answer is they are responsible for their fares. I believe private boat owners or whoever is captaining the vessel are equally legally responsible for compliance by anyone fishing on the boat.
