Two changes needed with netters. Close the season between 9/15 and 11/15 to protect the spawn and let theses massive highly concentrated bodies of fish finish their offshore migration to their wintering grounds without getting annihilated. Second, mandate keep what you catch regulations, every fish that hits the deck has to be retained. Let the federal on board observers insure compliance. Stock assessment assumes 90% of fluke caught in nets not harvested get thrown back dead and commercial dead discard levels are completely out of control. Commercials kill and discard more in a season than the entire recreational quota itself. Unrelenting south winds right now are causing a big problem with cold water as has been duly noted but the above two issues are killing the fishery.
