Public access rights to lakes maintained by public funds should be grandfathered, not sold to the highest bidder for the benefit of a few.

Homeowner Associations come in (investors), developers come in, someone's pockets get lined and exclusivity is bartered away so the investors can sell that privilege and maximize home values.
