Shortening the skirt and bending out the hooks will certainly help, but the most important thing about fishing frogs is to wait a couple of seconds after the strike before setting the hook. This gives the bass a chance to get it all the way into his mouth, and will improve your hookup ratio tremendously.
The best frog I've ever used is the Strike King Pop-n Grass Frog, which is made out of foam. Despite having a mostly exposed hook it is almost completely weedless, and I miss very few strikes with it.
