If your were to do just straight paddling, You can bang out 4 miles an hour easy. The best way to run a stretch is pick to public launch sites found here.

Do a little math using the river mile marker, and fish any stretch you want to explore. The whole river holds fish. Try Kittatiny NPS access (Rt 80 Del Water Gap) to Belvidere (13 miles-ish?) I wouldn't launch at 4AM in the dark though, you want to see the river while your are paddling it.
