Draw down and dredge makes a lot of sense. To go back to the beginning and start over--if every damn water chestnut pod could be removed. Those pods get buried in the bottom, and they're good to sprout for 12 years. But 376 acres dredged out to be sure all those pods are gone...what an expense this plant is, and you know more than I about other problem plants. All I know is thriving aquatic vegetation really did serve LM well. Water clear enough to read the date on a dime at bottom, and pickerel and bass everywhere, feeding on abundant silver shiners in great habitat for all. But water chestnuts eventually produce anoxic conditions.
