Your understanding is what most people think but is unfortunately wrong; that's not how it works in NJ and that is how Lake Solitude club, Raritan Inn, etc are able to successfully prosecute people for being on their private waters every year. There is no right to fish navigable non-tidal waters like in other states (unfortunately). Yes, it sucks.
