well like you said it'd be pretty hard to make proper handling mandatory, but pictures where the fish is clearly discolored, dead, or otherwise obviously visually mishandled should be disqualified...but think about this, it's much better than a keep and weigh in contest as far as fish safety!
proper handling falls on each individual angler and needs to be a personal goal. mandatory bumper boards is already a rule (it makes it much quicker and easier to get a pic and put the fish back).
I think they even have some videos up on how to measure the fish quick on a bump board.
