I'm sure Andy knows, but for others who might see something like this, call 877-WARN-DEP to report it. Disposing a whole carcass like that is illegal, but bear in mind that leaving a gut pile IS legal. But you'll probably never see a gut pile before the woodland critters get it.

Other than it being unsightly (and illegal), i wouldnt worry about it too much. There was a deer carcass like that in one of my local trout honey holes last April. Didn't bother the trout and the crayfish were in heaven until a big storm scattered it early summer.
