Does this make sense or am I missing something? Seems like it would be a win win for everyone. The way it is just give a reason to not buy a license and that doesn't promote fishing.

New york state just went to this system. Before the license year ended at the end of September which sucked for the guys salmon and steelheading, now doesn't matter when you buy it is valid for one full year
