I noticed you were rigging your shinners so they worked in the foot to a foot and a half deep..If no action near surface, could mean that they are deep..Cold water usually means a large number of fish will be slow moving to inactive right on the bottom usually near some cover A shinner or a lure worked slowly down deep mite be another way to go..Just my 2 cents worth.
