This type of thing happens in the fly fishing world on rare occasions, usually at night....
Where the hatch or hatches are SOOOO thick that there is too much competition, and your one fly blends in too much with the millions of naturals....Not sure how to approach this problem on big lakes but in fly fishing you actually try to not match the hatch when this happens....Or you try to make your offering stand out in some way, whether it be a bigger size offering or an offering which acts differently than the rest...You would think throwing lures that act and or swim erratically would be enough to make them stand out but remember that herring are MUCH more filling than flies....The fish that are crashing herring at night don't NEED to eat, they do so out of reaction and istinct....By the time the herring spawn is in its second or third week the fish are more than ;likely gorged and only NEED to feed every few days or so....The epic nights of fishing are when a larger majority of fish are on there second or third night of little feeding activity and then BAM the light switch turns on and a bigger percentage NEED to feed.....Almost gotta hit it every night in order to hit it right and be there when its frenzy time....

Don't take any of this to heart, its just my opinoin from yrs and yrs of fishing the herring spawn....Cover lots of water in order to show your offerings to a larger percentage of fish....2 cents out
