Perhaps one of the reasons why Merrill Creek hasn't had any recent fatalities is because they have a dude who works in a booth in the parking lot by the boat ramp that oversees people launching into the lake.
He logs in all the boaters, makes sure they have proper equipment and isn't afraid to call people out if they are doing something against the rules or may be about to do something dangerous.
Maybe Round Valley needs somebody to tend to the boat ramp like that.
