clean surface good, alodine if you can get it , and zinc chromate primer, I would look till you got the chromate not the other stuff ... Phosphate, but never say I recommended it, its one of those things out there, ... but not supposed to be now, but it does last..., this is bare aluminum Im talking about , after the crud is gone, if something else was the point, nevermind
