Water out in the ocean is typically colder in the spring then it is in areas around shallow bays and rivers. The sun/temps heats up the shallows faster.

A lot of times the opposite is true in the fall. The bay temps will drop faster then the ocean temps when it starts getting cold.

A lot more water in the ocean to cool down or heat up then there is in bays and rivers.
