Its a matter of opinion. Some like a slow, moderate action such as the older rods that we see re-wrapped by many.

Others like a stiffer, thinner graphite rod that offers the sinilar action, but in a smaller package.

I have switched over to a 7' jigging rod that has a slower action and I think it has helped some. ( but it may just be in my head, to be honest)

A soft tip with a solid back bone is used by many, but I dont think its an ideal action for toggin'. The old "honey" colored rods have always been a favorite and they are nothing more than a glass rod blank with a slow action.

In the end, its up to you. I have seen all kinds of rods and I have lost many pools to rods that I would have never used myself..... but I would say try a slower action. ( plus, graphite can be a bitch when you snag)
