Monroe County PA ran buses on weekends around the Gap last year from Memorial Day to Labor Day, I didn't hear about it until late in the season so did not do it myself. My understanding is you just paid to park and they would take you upriver with your kayak/canoe for free, so you could paddle back to your car. Supposed to do it again this year, link below has some info.
